Taking 23 month old to beach?

I would like to take my 23 month old to the beach this 4th of july weekend but am not sure if the temp is warm enough. It is supposed to be a high of 77 and a low of 59 partly cloudy. I don't expect her to fully submerge herself in the water anyway, probably just splash around on the the shore. What do you think?
