What does "spearheaded" mean? Like when you say, "He spearheaded the effort to have parliament..."?

What does "spearheaded" mean? Like when you say, "He spearheaded the effort to have Parliament repeal the Stamp Act". I am not sure and this is for a school ignment. I found an answer but it used that word and I do not know what it means.
