Should people stop using the word retard as a derogatory term against normal people?

I think using the word again st some one who is intellectually disabled completely wrong and I think using the word against some one else is bad because of its history. I think if someone is behaving in a ridiculous or stupid manner they should be told to stop being so silly. Intellectually handicapped people generally do not act retarded or stupid and it is not right to call them that.
